Geographically, the more than 3 quarters of the Papua New Guinea popuation areĀ extremely isolated and live in the rural communities.Pori rural community is an example very isolated community in the Southern Highlands of Papua New Guinea. Sooner or later, a new Political boundary for the Hela Province would be created by the National Government to divert funds from Waigani to Tari and distribute funds locally to the districts and local level government wards. Pori Community is in the Auwi Pori Lakayu Local government area. The community is based in rugged mountainous located in the South West of Tari township, some 5000 metres above sea level in the Highlands of Papua New Guinea; Southern Highlands Province. The community has no secure water source, no electricity and mostly survives on subsistence agriculture and hunting and gathering. However, it has the basics needed for development as there is a peaceful community with secure co-operative leadership and some semi-permanent facilities that provide a central community area.
The first contact by non-indigenous people was relatively recently in 1962 by missionaries from Australia, New Zealand and America. They established the Pori Christian Community School in 1967, a clinic centre and a mission centre and set up some agricultural projects. The buildings are all semi-permanent and are in need of rebuilding. The clinic operates without any electricity; therefore there is no lighting or running water. There are no beds for mothers delivering babies or for ill people who have walked miles to see the Sister-in-Charge (there is no permanent doctor).
To gain supplies for these facilities, and to boost local nutrition or purchase any manufactured goods, members of the community walk around 12 hours to Tari Township one way and return the next day. Sometimes continue the journey to Mt Hagen another 250 kilometres. The plans to build an airstrip by hand to improve access to the area, but cannot do much more without some basic resources and tools. Otherwise, the only access to the area could be by a four-wheel drive vehicle on the hand-built road, which was damaged during the election campaign.
Purpose:
The Pori community has experienced much pain and suffering as Papua New Guinea has become more open to the outside world, but has not been able to access many of the advantages of development. Political leaders do not see this area as a priority, because it has no valuable economic resources, access is difficult and the local community does not have the education to become effectively involved in the political process.
The Role of the CIED group:
The CIED Group will coordinate the community development projects in the area and negotiate with funding organisations and the state to consider the needs of the community. The group will also provide community based training on basic life skills on such as health/nutrition, eco-tourism, Christian schooling and education, farming, heath issues and infrastructure development to name a few.
